Regarding the rule for (a) vs. (an) when it appears before a word that starts with a vowel but not a vowel sound. For example "inaccurate" -- is the correct written form {1} (a) inaccurate account of events, or {2} (an) inaccurate account of events?

Supoki, what makes you think that i in inaccurate is not a vowel sound? It most certainly is.
