(1) Suppose someone gave away cash to the people in need or donated the relief to underprivileged people.
(2) If he did it in a secretly way and without anybody konwing about it, we can call him as "an anonymous donor."
(3) If he did it in an open way and made it known to the public, can we call him as "an open donor"?

I would not understand that term in that way (or any way).
Why not just say, "Mr John Smith donated ... " He is then automatically an 'open donor', as you call it.
