In the following sentences, what do ' should' and' could' mean?
I think smokers should be pushed out of every respectable places on this planet. ( expecation ?)
starting now, smoking in a park could draw a $50 fine. ( possibility?)
In your sentences:
Should - you expect this to happen, in the sense that you think it right, proper, necessary for this to happen.
Could - Possibility. Some law which provides for the possibility of the fine has presumably been passed.
Your first sentence, while grammatically correct, is not something most native speakers would say. We'd say something like:
I think that smokers should be banned/barred from all public (?) places, in every country in the world.
I think the first is more of a wish based on this being right than a true expectation.
