Sentence transformation of above question.
The price of oil will go up unless there is a shortage (of it).
If 'of it' necessary?

No, "of it" would be understood.
I'm not sure what the exercise is, but your 'transformation' means the opposition of the original sentence.
A transformation that means the same is, "The price of oil goes up when there is a shortage [of oil/it]"
Your sentence means "When there is a shortage of oil, its price will not go up."
