It's a gang battle. 'turf' means piece of land and it's slang for a section of a neigbourhood area that a gang assumes as its rightful territory. Each gang has its own turf. Battles occur when gang A, for example, is seen as invading gang B's territory.

I agree with Casiopea's description, but it's use is much wider than that in reference to neighbourhood gang wars.

- editorial turf wars = competitive conflict or ideological in the Press

- medical turf wars = competitive or ideological conflict in the world of medicine

and so on...
