as the whim takes you = as you like

He decided on a whim to go to Sofia.

on a whim = spontaneously

This is made on pure whim, so don’t expect anything groundbreaking.

He was satisfied with his lot in consequence of his privileged existence that has allowed him to pursue his whims.
