These are Clint Eastwood films, but what do these titles mean?

Clint had this orang-utan, which in one scene used police car as a toilet.
After that Clint said to that monkey that

"Sometimes I think that you are not too tightly wrapped" or something like that:

Did I hear that correctly and if so, what's the meaning?
Do you have any synonymous sayings or expressions in mind ????

Not wrapped too tight, not with the progam, a sandwich short of a picnic, not with it ....
