"That decision belongs with/to the Court."
What's your preference, "with" or "to"? I believe they're both correct.

Not a teacher:
Since:
"Belong to" denotes ownership.
And
"Belong with" means that things should be together
I'd say both can be used.
I've also recently read in an American newspaper:
"Pensions decision belongs in court"

"That decision belongs with the Court" is what I recently read in a textbook; the author was a Brit.
I don't think your distinction between "belong with" and "belong to" applies here.
