subject verb agreement
It is safer to live in a small city, because there is fewer street gangs and drugs in small city.
Besides that the army and all Islamic press groups is in his hands. If it is correct why the verb is singular.

They are incorrect, you need the plural 'are' to make the sentences correct English.

Many native speakers make that mistake, but it is still a mistake.
less money, time, experience*, uncountable nouns.
fewer people, gangs, drugs, experiences*, countable nouns.
* Not a mistake - 'experience' can operate as a countable or as a non-countable nouns, with slightly different meanings.
