I mean, if today is 24th, which do you say "this Wednesday" or "last Wednesday"?

If you need to be understood, you can say "Wednesday, two days ago."
Not everyone would agree on which Wednesday "last Wednesday" or "this Wednesday" refers to.

I've never heard "this Wednesday" to refer to the past.

I would say yes, as is "Wednesday of this week".

In BrE there actually doesn't seem to be a hard and fast rule. I seem to recall a thread about it a very long time ago and we never came to any kind of definite conclusion.

If today is Friday and I say "this Wednesday", I actually mean "two days ago".
If today is Sunday and I say "this Wednesday", I actually mean "the next Wednesday that will occur".

It seems to depend on how many days away we are from the day we're referring to.
