It's a perfectly acceptable phrase, though it would either be in the plural or preceded by an article.

The shop has a loyal customer base with hundreds of returning customers.

I knew I recognised him when I met him. He's a returning customer to my food shop.

I would think that this would mostly be used for places that you physically go to, like a restaurant or store. "Repeat customer" is a more common phrase to me, and that would apply to any form of business.

The other night, I was speaking to a retail consultant and he actually used the phrase "returning customer" several times.

"Once you've been in business for over 6 months you need to worry less about retaining your returning customers and more about enticing new customers in."

"Returning customers are your main source of revenue in a shop like that."
