    Default light behavior or something

    What should we say about a person who behaves light? I mean who is always making mockery about everything and joking in every unsuitable conditions.
    1. He behaved (adv.)
    2. He (v.) at the meeting.
    3. He is (adj.)
    plz consider all three answers if there is any for each.

    Instead of "light", we would say "light-hearted." We could also describe him as not taking things seriously. However, in your examples his behavior can't really be described in one or two words if you want to convey the fact that he was laughing inappropriately in a serious situation.

    1. He behaved (adv.)
    He behaved inappropriately; he laughed and made jokes when everyone else was being very serious.

    2. He (v.) at the meeting.
    He joked around at the meeting, which irritated everyone who was trying to have a serious discussion.

    3. He is (adj.)
    He is very light-hearted, but in some situations that behavior can backfire on him.

    I think being light-hearted doesn't always convey a negative or disapproval sense about their behavior. Is this right?

    You are correct, "light-hearted" can be a positive adjective as well as a negative one.
