Default phonetic symbols

My question is about British pronunciation .
How do you pronounce : hair , care and bear .
is it one long e sound , or a diphthong ?
Their symbols in dictionaries are as one usual e and another that is upside down ( sorry I couldn't even copy and paste them ) .
and this is more likely to be : kei-ya and hei- ya .
