Unless I'm very much mistaken, it should be Hispanic and no, it's an adjective. It could only be an adverb if we could say "She did it Hispanically!" which we don't.

There's nothing wong with "Does the name Columbia sound Hispanic?" but it's still an adjective.

We use adjectives, not adverbs after verbs such as be, seem, become, get, grow, remain, stay, keep, appear, sound, look, smell, feel, and taste, when they are used as link verbs.
