Please set me clear on the following in bold.
We are all emotionally involved in our deepest beliefs. When two people cannot agree, the cause is almost always at the feeling level: someone is stuck. Negotiation is the only way to move them.
Is this saying "someone is not willing to change his or her beliefs"?

From the context, I wouldn't say unwilling to change but rather unable to do so. Emotions and beliefs are powerful stuff.
