Does this mean "organize a spiritual community"?

In my opinion, it means not to create a spiritual community but rather to that 'spirit' /frame of mind/liveliness for creating a community or ''brotherhood'' amongst the people living together. Like you should be caring and sympathetic for each other and share your joys and sorrows for which distance must not be a limitation!
