In the sentence below, why doesn't it use "featured" instead of "featuring"?

"The broad inquiry launched by Mr Cameron, led by Lord Justice Leveson and featuring former journalists and media regulators, could bog government down for months."

It's present tense, the inquiry has been launched and is ongoing at the time of writing.
