Many stores are on sales in the end of a season.
What do you say in English when stores sell goods with a discount because of changing a season.

Many stores "hold sales" or "have sales." They are not, themselves, "on sales."

"Clearance" is the word use (as in "clearance sales") when items are deeply discounted to make room for the next season's items.
