    Which one does sound better?

    Parents have the better ability to implant/ instill their ideas into their chidren's minds.

    A couple of mistakes in your question... have a better....children's

    Now back to your question: check the dictionary for why the answer is instill and can't be implant.

    Parents compared to who? Better is used for a comparison. Even ability sounds odd in this sentence but that might just be personal preference.

    Parents have a better ability (than who?) to instill their ideas into their children's minds.

    I'd wait for a teacher to respond as well.

    Not a teacher.

    You are right. I assume that the previous sentence mentioned somebody else - teachers, priests, friends, etc. If not, then 'better is inappropriate.
