In the sentence below, why use run instead of "ran". Could anyone please explain the grammar behind it? Thank you.

In the sentence below, why use run instead of "ran". Could anyone please explain the grammar behind it?

Anders Behring Breivik, a far-right extremist, shot dead at least 68 people at a political youth camp (which was / which was being / which had been) run by the ruling Labour Party and set off a car bomb in central Oslo that killed at least eight others

It could only be "ran" if he shot the people, ran by the ruling Labour Party and set off a car bomb. And that would only be possible if that comma was there.

Not wishing to make light of this awful event though.
