    Is my second sentence correct?

    The second solution is that the man bring her hands out.

    The second solution is the man brings her hands out.

    The man "brings" but not "bring," unless you are very educated and frequently use a now-almost-dead subjunctive. Overall, I have to say that yes, they are both correct. But slightly obscure.

    The man suggests that she talk to the professor for an extension.
    The second suggestion is that the woman talk to professor for an extension.
    The second suggestion is to talk to professor for an extension.

    However, if I say ''The second suggestion is the woman talks to the professor for an extension.'' it is wrong, because I omited ''that''.
    If I asked, because I record my voice, so I hoped my answer would be correct.

    It is not wrong, though I prefer it with 'that'.
    in sentences 1,2 and 4 it is possible to use either talks or talk. As konungursvia suggested, the indicative talks is more natural 'unless you are very educated and frequently use a now-almost-dead subjunctive'.
