A "photo" (photograph) is an image taken by a camera. A "picture" can be taken by a camera or it can be drawn, painted or otherwise rendered by a person.

Hsve you read post #2 carefully? They do not "have almost the same meaning." A photo is a picture, but a picture may be one of several different things.
