An article which needs a moderate complexity level should include complex vocabulary. Right?

No. It should include moderately complex vocabulary.
'Moderate' is an adjective that means (in this context) somewhere in the middle. So you have easy, moderate and difficult; or basic, moderate and advanced - as bhai has mentioned.

Moderate complexity level suggests that there are or should be descriptors of the various levels.
