Sentence1:
The price upped $1000.
Sentence2:
The price upped by $1000.
Sentence3:
The price upped to $3000.
Sentence4:
The price upped 50%.
Sentence5:
The price upped by 50%.

I would never use upped in any of those expressions.
However, if you change upped to rose they are all correct.

The seller could up the price. "The price" is not the actor, "the price" is the object of the action. Someone or something ups the price, the price does not up itself.
