Does anyone know what it means to say something does/not descend from the blue?

We need more context to be able to help.
The blue often means the sky, and out of the blue is a set phrase meaning unexpectedly, but we have no way of knowing whether or not this relates to your question.

I would think that "descending" means that the thing is coming to us straight from Heaven/God.

"For Aquinas, then, truth does not descend from the blue; it is achieved in time and through history. It always has the mark of history upon it, for it lives and develops in a mind that is historically situated. Moreover, in its linguistic expression it always carries the signature of a special language, different from other idioms in which it may beformulated."
