'To' is the natural preposition here; 'on' is not.

To is right.
On is not a common way to say this.
I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.
Puzzle, note that Mongolia is on/to the north of China would have been a better title for this thread.
You can say 'Mongolia is to the north of China' or 'Mongolia is north of China'.
(Point of information: parts of Mongolia are situated to the east and west of China.)
