the verb 'seem' I just can't seem to find a way to ...
Does this mean: I can't find out a way to ... or I can't spot the way to ...?

Teacher Re: the verb 'seem' It's incomplete, so a lot depends on what comes next, but it probably means that the person has tried to discover a way to do something and has been unsuccessful.
If you give the complete sentence, it helps when working out meaning.
