Deer hunters refer to their kills by the number of points on the antlers. A 5 pointer could refer to a deer with 5 tips on his antlers.

What that has to do with being a cop or a rookie cop, I don't know. This may refer to something else. Is there more context?

It could mean that they have some sort of unofficial scale for criminals they shoot- five, say, for a drug dealer, ten for a big gangster. (I am guessing)
