With your first sentence, it doesn't matter what day it is now. James could have made the statement yesterday or a year ago and you would still be reporting what he had said at the time.
Your second sentence would only work if he actually made the statement today and the statement was about yesterday.
In addition, please see the amendments I have made to your post in red:
- The only pronoun we capitalise every time is the first person singular (so you only write "He" at the beginning of a sentence).
- Remember to put a full stop at the end of every sentence.
- Remember to start every sentence with a capital letter.
- Do not put a space before a question mark.
- and don't post the same question for a second time with a deliberately misspelt title.
