Why use "there was" not "there were" i the sentence below and when do I use There "was/were"?
And my second question is that why use "more" not "much turmoil" ?

'There was much turmoil in Brazil's government' would be the correct form.
'There was' because turmoil is a singular noun and 'much' because more would need to relate to a comparison.
