The peel of citrus fruits is commonly referred to as 'rind', with its outermost layer known as 'zest' (used for flavouring of drinks, desserts, etc.). The 'inner peel' must be the deeper layer of the rind, under the zest. (Lemon or orange rind is quite thick, as you surely know).
