Arrow It Was All On Him

My ex boyfriend said he "doesn't deserve me"..How can I get him back? - Yahoo! Answers
My boyfriend and I were going out for almost 8 months and broke up yesterday. He said the reason wasn't me at all, and that it was all on him.
What is "It was all on him"? Is "it was all on somebody" an idiomatic expression? I couldn't find it in the dictionaries.

It's fairly informal. The fault/blame was all his.

So "it was all on somebody" is non-standard, but popular English?
