    Affective memory requires actors to call on personal memories of situations similar similar (or more recently a situation with similar emotional import) to those of their characters.
    What does mean ''call on'' in this contex?

    It just means "use".

    It suggests the actors would give a better performance if they recalled any personal experiences they have had which might have caused them real emotions similar to the ones they will be expected to act out.

    "To evoke" in their own mind, yes. It suggests that they bring to mind/remember/recall personal experiences to help them act out a particular scene which may resemble something that happened to them.
