Default Participle as a verb or adjective

I'm having troubles parsing this sentence.

Mobile was one of the hardest hit by the storm.

is hit acting as a verb in the passive here or as a participle acting as an adjective?

There it's an adjective. If it were a verb, the order would be different:

Mobile was hit the hardest.

Thanks! So its a participle right?

To be honest Im almost always confused as to when a participle is a participle and not just a plain old verb
