    Do I enter a foreign country on a valid passport or with a valid passport?

    "With" would be proper, but "on" is used also.

    I used to work at an airport in an official capacity and we used "He is travelling on a [nationality] passport". If you're talking about validity, then it doesn't really matter.

    I have a valid passport.
    I travel on a valid passport.
    I entered the country with a valid passport.

    Mind you, without a valid passport, you wouldn't be entering any country with an enforced border control.
