Hi, May I ask which one sounds stronger? "permission" or "approval"
It is about the school course regulation, so I'm wondering either "apply for the premission of sth" or "apply for the approval of sth" is better for the situation.

It depends. They're not the same. If you actually have to ask someone's permission to do something, then you cannot do it without that permission.
If you're only looking for their approval, that suggests that you might do it anyway even if the person doesn't approve it. Normally, it's a bad idea to do something without approval but some people might do it anyway.
