I often come across "call for somebody to do something". This is the first time I've seen "call for doing". My question is, are "called for to end" and "called for ending" interchangeable in the above? Could you please explain to me? Thanks.

(1) I believe that if you wish to use "call for to end," you need to supply a subject for

the infinitive "to end."

(a) Maybe something like:

While Mr. Kan called for legislation/efforts/the Diet to end what he called ....
