    Default by which one can

    The technology road map has been getting more attention lately as a strategic support tool by which one can predict and adequately react to the ever-shifting technology in the highly unpredictable feature.


    Is it redundant to use "by which one can" rather than simple "to"?

    and would you please check if the whole sentence sounds OK or needs any correction?

    Is it redundant to use "by which one can" rather than simple "to"? Redundant? No. Too many words in an already "wordy" sentence? Yes. Use "to".
