Can the word "turndown" be used as a synonym of "crisis" (more precisely, "economic crisis")?

I think you mean "downturn". They're frequently linked but an economic crisis doesn't necessarily involve a downturn. A crisis could mean that the economy simply stays still and stagnates. In order for a downturn to occur, the economy has to slip and become worse.

A turndown* can also lead to a crisis.
"My first crisis at university was when I asked a girl out to the movies, and got a turndown. That turndown lead to a downturn in my love life."
*More often used as a verb. "She turned me down." "I got turned down."
