That guy is too excited!

Do they have the same meaning? Or does the first have a negative acception and the second a positive one?

That guy is too wounded up!
That guy is too stressed out!

Are they synonyms? Or are they normally used for different contexts?

They all can mean more or less the same thing, though there could be small differences depending on situation that would favor the use of one over the others. All are negative to a greater or lesser degree, again, depending upon context.

BTW, your example That guy is too wounded up! contains a typo- should be wound up. 'Wounded" means hurt.
