Impossible to know without some context. It might mean that the sigh came at a bad time, and may indicate some impatience or boredom or frustration when the 'sigher' should have presented a more neutral disposition.
"Here, now, you cain't do that! You put your laigs down and sit like a lady".......... Jessie gave an ill-used sigh but obeyed letting her feet drop loudly.
She sighs to show that she doesn't like the order- it's a protest sigh.
And it also suggests (to me, at least) that she has been ill-used like this many times before - in her view, that is. When a father (maybe?) tells his daughter not to put her feet on the table or chair or whatever, discussions might be had about whether that constitutes 'ill use'. (I think the 'father' assumption is fairly safe - that or other senior male relative -). Grown men don't normally tell grown women to 'sit like a lady'
