Does it mean pre-paid fees cover the period of 7/1 to 6/30 (following year), or does it mean that going from 7/1 to 6/30 would incur the obligation of paying such fees?
I guess it means the PRE-paid fees will be used up evenly from 7/1 to 6/30?

There is no mention of pre-paid fees in the original.
The original seems to mean that the annual period for which fees are charged, or for which fees have been/will be paid is not the calendar year (1 January to 31 December) or the academic year (1 September or 1 October to 30 June/31 July/31August) or the British financial year (1 April to 31 March) but the year running from 1 July to 30 June.
