Power also was back by on by 10 p.m. in about a dozen cities in San Diego and Orange counties, officials said.
Wouldn't this sentence be correct without by?

Re: Power also was back by on by 10 p.m. It's a mistake. Either "power was back by" or "power was back on by" is correct.
