Would you be kind enough to tell me in plain English the difference between the connotations of the adjectives in bold in the following sentence?

Except on the crown, which was raggedly bald, he had stiff, black hair, standing jaggedly all over it, and growing down hill almost to his broad, blunt nose. (Ch. Dickens, “A Tale of Two Cities”)
