I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.
It could mean than changes have made no real difference, so the situation is much the same, but it could also mean that there is always change, so the context would be important to get the real meaning IMO.
