Is a "high-ranking member" of some organization more powerful than a "ranking member" of the same organization?

I've never heard of anyone being described as a "ranking member". We generally use "low-ranking" and "high-ranking", and I imagine it's possible that we might use "medium-ranking" although I've never heard it!
