I think 2 and 3 sound fine. 1 sounds a little unnatural, only because I wouldn't use "provide" in this context.

If you want to use "equivalent" then I would say:

This CFL bulb produces [an amount of] light equivalent to a traditional 60W bulb.

"Gives out", "emits", "produces" are all fine.

And yes, "conventional" would be understood at the moment to mean the old-style. In a few years though, the "new" energy-efficient ones will probably be referred to as conventional.
