Default what do the phrases mean?

hi,

Please tell me what do they mean? I couldn't find them in dictionaries. Had better with example sentences.

1. with a slow hand
2. on a fast track

Hi Paula,

I'm afraid I can't help with the first one

But the latter depends on the context you use it in - e.g. when speaking about a project being developed and implemented very quickly, it is said that it is done on a fast track, or on a fast track schedule.
