    Default which one is correct?

    Can / Shall we ship the goods to customer even their money has not yet arrived?

    They are both now correct grammatically, but they have different meanings:

    Can we...? - Is it possible/permitted for us to ...?
    Shall we ....? - Do you want/require us to ...?
