"hung up on" means to be thinking or worrying too much about someone or something.

It could have the meaning that you say it does. There are other meanings. If you are talking to someone on the telephone and they disconnect, they "hung up on you". If you are driving an automobile and, while going over a snow drift, the center of your automobile gets stuck in the snow, you are "hung up" in the snow. The same can be said about a ship hitting a sandbar - the ship gets "hung up" in the sand.
